As you are probably aware, our PSAC-UTE bargaining team announced last month that we have declared impasse in our negotiations for the renewal of our contract with the Canada Revenue Agency (CRA). The CRA took the position that we are not at impasse – this after them refusing to agree to address any of our core issues and telling us to wait months for their response on our wage proposal.
Recently there has been considerable media coverage about PSAC's canceling of negotiations scheduled with Treasury Board this week over Bill C-59. While C-59 represents an attack on collective bargaining rights and gives the government the ability to make unilateral changes to sick leave, CRA is not covered by the legislation, and the Agency has made no sick leave proposals for this round of negotiations. As a result we will be meeting with the Agency this week as planned.

Contract negotiations for nearly 30,000 PSAC-UTE members at the Canada Revenue Agency (CRA) have been briefly delayed but are set to resume on Tuesday July 14th.

Strike action continues across the country for 35,000 members at Canada Revenue Agency May 1st as negotiations resume with a new mandate from CRA to reach a fair contract.

To date, we have successfully resolved some issues related to hours of work and information to be provided to PSAC so that the union can communicate and engage with the membership more easily and effectively. This is progress that we have realized so far because of the strike.
As you are likely aware, a new collective agreement was negotiated with the Canada Revenue Agency. The new agreement was signed on November 13, 2020, and covers the period from November 1, 2016, to October 31, 2021, inclusively.
The new collective agreement is now available electronically on the UTE’s website. It is also available through the employer at InfoZone and Canada.ca.

It seems as though bargaining never ends. Either we are in negotiations or monitoring the collective agreement until the next round of negotiations, which, even though we have a bit of a pause, is really right around the corner.
In keeping with recommendations from both local and national health authorities, the union has made the difficult decision to suspend activities that would require a large gathering of members.
