President’s Follow Up Items - Executive Council
June 2012

Robert Campbell - Item 5

  • SHARED SERVICES

A resolution from the Standing Roles and Responsibilities Committee went to the last NBOD, transferring all the members affected as of April 2012. This has now been completed.

  • CLC COMMITTEE BILL C-377

As you are all aware, Bill C-377 is a private members' bill that has had two readings in the House (the member is part of the Conservative Government). If passed, this bill will force all unions to release their financial records to CRA. This information will then be published on a website that is accessible to the public. At this point, the CLC is making a decision on who will represent the unions in front of the Finance committee hearings. We should have more information coming from the PSAC shortly.

  •  PSAC MEMBERSHIP PLAN

This report was given to all delegates during the PSAC Convention.

  • MEETING WITH ASSISTANT COMMISSIONER HR –CHERYL FRASER

A meeting was held April 2nd and the following items were discussed:

  1. 4th Level Grievances - Delays and who the Employer has designated to hear Grievances at each level. She committed to looking into this and a meeting was subsequently held between UTE Senior Labour Relations Officer, Shane O’Brien and the Assistant Director of Collective Bargaining, Interpretations and Recourse, Charlene Hall.

  2. Up coming round of Collective Bargaining and Severance pay implications - She was unable to make any commitments at that time.

  3. Leave without pay and plant gating -  We had a general discussion and both agreed that we do not want to undermine current local working relationships that are in place in various locations around the country.

  4. Observe and Attest Inconsistencies - This was discussed and the Agency acknowledges that there are problems and they are working on correcting them.

  5. Excessive Pay Recuperations - There was a commitment made to do a review and ensure that CRA Policies are being followed.

  6. Administrative Suspensions during IAD Investigations - The Assistant Commissioner advised that all cases will be continued to be reviewed individually and subsequent suspensions will be decided on the individual cases.

Respectfully submitted,

Bob Campbell
