Sisters and Brothers,

 

Today we received information from the CRA on the impacts of Budget 2013 on the CRA and our members. Those employees affected by the budget impacts, and their Regional and Local union representatives were briefed earlier today on the specific details.

194 UTE members were advised that their positions are affected. On a positive note, 75 of those members will remain in their positions after the retention exercises are completed.  The CRA is committed to finding alternate work for the remaining 119; and the UTE will ensure continued protection under the Workforce Adjustment Appendix of the Collective Agreement.

 

Management has informed us that there were 595 Full-time Equivalents (FTEs) impacted by the Budget 2013 announcement, all located in the National Capital region. Of these, 309 are currently vacant and another 50 are soon to be vacant through attrition.  The CRA will realize the remaining reductions through reorganization of several Branches; realizing administrative overhead efficiencies and consolidation of internal support services.   Over 60 % of the 194 UTE reductions come at the SP05 level and lower. The positions affected by this reduction will be announced in two waves; the first today and the second will be in the fall of 2013.

We must ensure that all of the members affected are aware of their rights under the collective agreement and that the CRA lives up to its obligations. Members must be aware that if they are given an affected letter at this time, it does not mean that they will automatically be declared surplus.  Please talk to your Local union representative to make sure that you have Union support and guidance through this difficult time.
