1. Adoption of the Agenda
The agenda was adopted.
2. Review of the minutes of January 12 and 13, 2011 meeting
The Committee reviewed the minutes and the follow-up items (see item 3 below).
3. Follow-ups on actions to be taken (table)
The Committee reviewed the changes proposed to update the information and facilitate the use of the following documents.
- Terms of reference
- Annual Statistical Form
- Harassment Case Fact Sheet
- Bulletins
- 16/07 – Is it Harassment? Factors to consider
- 17/07 – Harassment – How do you know whether it is or it isn’t?
These Bulletins will be replaced by a new Bulletin in 2012
- Tool Box – Harassment
The Tool Box is now on the UTE Web site
4. Recommendations to be presented at the next Executive Council
Union of Taxation Employee’s Anti-Harassment Policy
The Committee reviewed the policy and will propose recommendations at the next Executive Council. One of the recommendations will be to change the definition of Harassment. After reviewing definitions from different sources, the Committee felt that the definition in the PSAC Policy 23B (PSAC Anti-Harassment Policy: The Union) will be recommended to the next Executive Council. An amendment will also be proposed to correct the reference to the regulation on Discipline and to add a sentence in the Policy Objective - to promote the resolution of harassment and focuses on its resolution.
Guidelines on Union Intervention in Harassment Cases – Member against Member in the Workplace
The Committee reviewed the guidelines. However, much more work will be required. The Committee would like to revamp the document to make it simpler.
The Committee will seek some direction at the next Executive Council.
5. Meeting with CRA
The Committee prepared for the reunion with the Employer. The union's notes from this meeting are attached.
