Changes jointly agreed to after the last round of bargaining rejected by employer at bargaining table
Bargaining objectives
Since the outset of this round of bargaining, we have made it clear that our objective is to achieve new protections in our collective agreement with CRA. This includes proposals to our Work Force Adjustment (WFA) language that would enhance protections against layoffs.
Workforce Adjustment
In the last round of bargaining, a union-management committee was agreed upon to examine the Work Force Adjustment language in our contract and make recommendations for this round of negotiations.
Last year, this joint committee – including CRA management representatives – agreed upon recommended changes to clarify and improve processes. However, this week in bargaining, we were told that management was not prepared to include the recommendations in our collective agreement.
This means CRA is not prepared to include its own recommendations into our collective agreement.
Job security
CRA refused to agree to any of the improvements we have proposed that would provide enhanced job security based on years of service - improvements consistent with those agreed to by other federal public sector employers such as Canada Post.
Vacation leave
We also began discussions concerning vacation leave improvements, and vacation leave scheduling, without resolution.
The parties to start wage and economic discussions in next session
Wages and economic matters
Now that our team has received economic and demographic information from the employer, the parties agreed to begin discussions concerning wages and other economic matters when we return to the bargaining table the week of September 9.
